I was able to access it.  Even after deleting all the pages except the Jourdain article, the pdf is still incredibly large (23 MB).  Here is a Dropbox link, I hope that works (but let me know if not):

It looks like this particular volume has been digitized by the

but it doesn't seem to be accessible, probably because the copyright has
not expired for all the authors yet.  Does anyone have access to this
who could share a PDF of just the remarks from Frege?
